React to blocked roads, collapsed bridges, power cuts, stranded residents, traffic jams and false reports. BUILD A MORE RESILIENT CITY Use the budget earned from operations to improve shelters, levees, sirens, sensors and your rescue fleet. Hire commanders to handle routine dispatch. This rescue simulation focuses on evacuation and resource management. Locations and events are fictional, with no combat, blood or graphic injuries.
